the Committee subsequently addressed the Council of each institution, outlining the Committee's reactions. Estimates were duly received in July 1980, and were the main subject for
discussion in the Hong Kong meeting held from Monday 15 September to Saturday 20 September 1980. These present recommendations, which emanate from the September meeting, are therefore the culmination of a single process which started at the end of 1978.

It is not possible to mention every single issue which
has been discussed in Committee and with the institutions. The
Committee has, however, reviewed many major and minor aspects of each institution's academic and social life both in themselves
and also against the background of Hong Kong's needs. In particular we have borne in mind the implications of the main conclusions of the Report of the Advisory Committee on Diver- sification. The Committee is aware of the differing strengths
and weaknesses of each institution, which have been taken into
account in arriving at recommendations.
