The purpose of these regulations is to amend regulations
61 and 67 of the principal regulations.

Regulation 61(1) presently prohibits any supervisor, manager or teacher from charging or accepting payment of any money or any school fees whatsoever other than the inclusive fees as published in the Gazette. The regulation provides however that additional fees for entrance examinations and registration may be charged if previously approved by the Director of Education in writing on condition that such approval be displayed at the school.

Regulation 67 requires that a fee certificate, signed by the Director, must be exhibited at the school. The certificate must include the following in English and Chinese :-
"No supervisor, manager or teacher shall charge or
accept payment of any money or any school fee whatsoever other than the inclusive fee as above stated.
Proposals

The apparent absolute prohibition upon supervisors, managers or teachers in charging or accepting payment of any money or any school fees other than the gazetted fees could cause practical difficulties. For instance, a literal interpretation of regulation 61 would preclude schools from charging pupils for the late return of school library books or for damaging school equipment or from making such other charges which the Director would otherwise wish to permit. It is therefore proposed to amend regulation 61 of the principal regu- lations so that the Director may approve certain charges or payments in addition to the inclusive fees.
