fact that there are substantial aspects of Civil Engineering and especially of its professional practice not covered at the Baptist College, so students entering halfway through a United Kingdom degree course find sufficient new material. The analytical basis laid in the Baptist College can also provide a good basis for postgraduate study if this is an analytical area rather than one related to professional practice.

Members therefore wish to acknowledge the achievement of some of the better students from the department in being admitted at an advanced level to courses elsewhere. Members however do not consider that the overall education of the students at the Baptist College is equivalent to that achieved by comparable students at the Polytechnic. The theoretical knowledge in some areas is greater but the overall engineering education is not as good.

The quality of the engineering education which a student obtains is determined by:

(i) the academic quality and professional experience of the staff with whom he comes in contact;

(ii) whether the work is carried out in an

institutional context appropriate to advanced study;

(iii) the extent to which the course content and the

related teaching methods are well designed to fulfil the course's aims in relation to the students on the course and the staff teaching the course;

(iv) the quality of the facilities available for

instruction;

(v) the academic qualifications and quality of the

students;

(vi) the duration of the course.

On all of these aspects apart from the academic quality of the staff it seems that the Baptist College compares unfavourably with the Polytechnic and therefore the quality of the Baptist College courses cannot compare favourably with that of the Polytechnic courses.

Turning now to the comparator course of the Polytechnic. Measured in terms of achievement in external examinations, the performance of the students from the Polytechnic's Associateship course would be hard to better. The majority of students taking the
