For the above reasons, the visiting party has had great difficulty in answering the apparently simple question about comparability. The visiting party has had to unpack the notion of comparability of standards as follows:
3.10.1 student input calibre
3.11
3.12
educational experience quality
3.10.2
student output calibre
3.10.3
3.10.4
resource support level
3.10.5
faculty staff quality.
It has also been found helpful to make some comment for use later in the report on:
3.10.6
+
Resource utilisation.
Finally, the frame of reference is important in that UK assumptions must be avoided, hence an interest in:
3.10.7
Hong Kong context.
The bulk of this report, therefore, takes the form of sections about each of the components mentioned in 3.10, and does so in turn for each of the four subject areas. For each subject, these sections should be read together rather than taken out of context. This is because level is determined not only by intentions but also by the staff and resources for achieving them with particular students. Further, the success of programmes is to be shown not only by the final assessment level reached, but by the abilities and attitudes not easily testable but dependent on the educational process itself; students may learn to pass examinations and this may happen despite poor teaching, but they will not necessarily have the general
abilities and attitudes to become useful, motivated and adaptable in society and industry, or to achieve much in self-fulfilment.
In many ways, more important than the question of comparability is the impression gained in absolute terms of the potential of the Baptist College and secondly the needs, in terms of resources and of policies and practices, which would enable this potential to be met- either so as to achieve comparability or to go beyond it. These matters were not within the terms of reference of the visiting party, but have been addressed because it is felt that they will be of greater use to the Government and HKG has subsequently confirmed its interest in these questions.being explored by the CNAA party.
