PURPOSES OF THE APPRAISAL

While CNAA did not seek to cover every point in the following list, it had intended to enter the discussions with a view to exploring the following aspects; thus CNAA sought to establish confidence in the College's procedures for the setting and maintenance of standards and the matching of plans to available resources:-

The history of the College as a background to its current role.
The range of courses offered.
The way in which the College is governed.
The way in which the College is funded.
The procedures for appointing staff.
The matching of plans to staff resources.
The academic control structure.
The procedures by which a new course is developed and the decision taken to launch it.
The way in which the College monitors the courses in operation and establishes their effectiveness.
Review of recent major business of the Academic Board. The College's perception of its place in meeting the
higher education needs of Hong Kong.
Financial procedures.
The library, its size bookstock, staffing and budget. Computing facilities.
Provision for student welfare and the general ambience for students.
While ideally CNAA would have wished the discussions to touch on most of the above topics in one form or another, it became clear at an early stage that such a structured discussion would not be possible, in that many of the questions based on such an agenda would be too sophisticated for the team whom CNAA met to respond effectively.
PREPARATION OF THE DOCUMENTS:-
As one illustration of the way in which the College handles academic business, CNAA asked how the main document entitled "General Information" had been assembled as a basis for the discussions. Some reference was also made to the papers dealing specifically with the course in Business Studies. It was learned that the -greater part of the Business Studies documentation had
been written and assembled by Professor Hill who had left the College in July. Certain parts of the main general information document were formal, e.g. the history of the College and the constitution of its main decision making bodies. Certain other parts, in particular the
