In reply to Mrs. Alleyne, the Chairman explained that

the Baptist College enrolment of 3000 (recommendation (iv))

included sixth-form places. In reference to recommendation

(iii) to bring the Baptist College within the ambit of

UPGC

Secretary, UPGC pointed out that the presence of sixth-

form courses could present problems for the UPGC.

Dr. Lam

stated that the college would be happy to give these up.

Dr. Symons thought that if more sixth-form places were required

they should be opened in schools. She was happy with all of

she felt that Lingnan should

not become a sixth-form college. Mr. Li, noting the present

enrolment of 3000 at Baptist College, thought that standards

must be raised before any further expansion was contemplated.

Secretary, UPGC stated that he was worried about the

time-scale implied in the recommendations. It would take the

UPGC some time to investigate the operations of Baptist College :

assuming that UPGC grants were justified they could not be

awarded before 1984 at the earliest. What would happen in the

meantime ? The Chairman pointed out that recommendation (ii)

covered the question of increased financial assistance in the

interim period. The Secretary for Social Services suggested

that the proposals in paragraph 37 could be put as a package

to the Executive Council if approved, this would enable the

college to start planning on the agreed lines. Secretary, UPGC

agreed that this would clear the lines for UPGC to begin

discussions with the college. The Chairman agreed that this

would be appropriate, enabling the UPGC to begin consideration

of the matter by March 1982. Secretary UPGC pointed out that

if this line was followed it would become a government decision

which the UPGC would then be formally asked to carry out.

He thought this should be made clear in the minutes of the

present meeting. The Director of Education agreed with this approach and pointed out that he needed to discuss the CNAA

report with the college authorities in the near future.
