The demand for education is manifested in representations from the public and concerned organisations to improve education facilities. This improvement is particularly sought in higher education and the proposal to both upgrade the role of the Baptist College and provide further Govern- ment financial assistance is likely to be welcomed. The reputation of the Baptist College is such that many are likely to endorse the Government's decision. No public reaction is envisaged on the proposals regarding Lingnan College, pending the representations from its Board of Governors (see paragraph 20 above).

Although the relevant parts of the CNAA Report have been made available to the two Colleges it is not intended that the full Report should be published for general information. Accordingly, no publicity is proposed until the details of the interim proposals have been agreed and the Baptist College has indicated its willingness to accept the package proposed, including the proposed legislation. Publicity will be associated with the Report of the Committee to Review Post-Secondary and Technical Education which, inter alia, will contain recommendations regarding the future role of the Baptist and Lingnan Colleges.

Members are asked to note the report by the CNAA (Annex A) on the academic standards of the Baptist and Lingnan Colleges, and to advise whether :-

(a) the Government stance in regard to Lingnan College

should be as set out in paragraph 20; and
