Dear Mr. Scott,

When I recently visited Vienna to attend the European Conference on Disabilities, I flew to Bonn to remind the German government of the still unsolved problem regarding the resettlement of boat refugees in Hong Kong. Mr. Masefield had kindly alerted the British Embassy of my coming which had made excellent preparations through appointments with key people both within the Foreign Office as well as in the Ministry of Interior. I herewith enclose a summary of these meetings.

I also attach an extract from the "Deutscher Bundestag". This extract briefly explains that the German quota of 26,000 for Vietnamese refugees has not been filled. So far 18,133 have been resettled in Germany. The balance is still reserved for family reunion cases. The paper, however, states that it is most unlikely that these families who are still in Vietnam will receive permission to join their relatives in Germany. I wish I could suggest a helpful method as to how we could persuade Bonn to fill the still open quota of nearly 8,000 by taking a reasonable number of refugees from Hong Kong. Dr. Dietrich should be made aware of this and he should again be asked to approach the German government for a more helpful attitude towards Hong Kong. A similar approach should be made through the British Embassy in Bonn.
