1. I enclose a self-explanatory exchange of correspondence with the General Secretary of the Scottish National Council of YMCAS. Before taking this any further, could you have some enquiries made about the present position of these three 'kidnapped' children? I can see that their case might raise formidable definitional problems for INS (or indeed ourselves) but Miss Campbell and the Scottish YMCA Council do seem right to ask for an early and final US decision.
