In conclusion my friend said that it would be some time before a firm policy emerged but he doubted that there would be a major change of course or a drastic reduction in numbers. However it was clear that some cost- cutting would take place and it was unlikely that State Department's Bureau of Refugees would get all they want. The implications for the UK therefore unfortunately seem to point to some reduction in US off-take and make it unlikely that any special consideration will be accorded the Hong Kong problem.

As a post script I should note that there was some surprise at the appointment of Rosenblatt as Head of the Bureau of Refugee Affairs. He has a somewhat maverick reputation in State Department and got into trouble in 1975. He was then on the Indo-China Working group and, against orders, flew by Pan Am to Saigon and arranged for the evacuation of a number of Vietnamese personally known to him. His career suffered as a result of this, but perhaps his appointment indicates a return to favour.
