PRIME MINISTER'S VISIT TO THE UNITED STATES : 25-28 FEBRUARY 1981.

Cabinet Office instructions calling for briefs for this visit have now been received. I attach a copy of Mr Wright's letter of 4 February, which includes the UK's objectives (Annex A) and probable US objectives (we are consulting Washington about a revision of these).

2. Briefing has been allocated within Whitehall as set out in Annex B. For Departmental responsibility, including items on which FCO Departments are to lead, please see paragraph 4 below.

3. Instructions on the form of briefs are attached to Mr Wright's letter. Departments will not need reminding that particular care should be taken to comply with these. In each case the lead Department is responsible, after clearing with Under Secretaries and other Whitehall Departments, for typing, reproducing and delivering 70 copies of each brief to the Cabinet Office, not later than 1200 on Friday, 20 February. I should be grateful if NAD could receive three extra copies of each brief,
