and control of the conduct, of Vietnamese
refugees residing in refugee centres and
for the maintenance of order, discipline,
cleanliness and hygiene in refugee centres.
(3) Without prejudice to the
generality of subsection (2), rules made
under that subsection may provide for
(a)
contravention of any
provision thereof to be
punished by the imposition of
a penalty not exceeding $100 and
by separate confinement for a
period not exceeding 7 days;
(b) the confinement of persons
punished by separate confinement;
(c)
the imposition, by a specified
public officer, of such punishment
for such contravention;
(d) appeals against the imposition
of punishment and the practice
and procedure relating to such
appeals:
