As Mr Clift says Mrs Yu is going back over ground already conceded by the Governor. She seems in particular to be unaware of FCO Telegram Number 559 and I have mentioned this to Mr Webb- Johnson.

The Home Office are keeping the situation under review but they want to avoid for as long as possible having to go to No 10 for agreement to land boat refugees because the Hong Kong quota has been exhausted. This seems to be at least understandable.
