United Kingdom quota for "difficult cases" would be worrying if it meant that our quota was used disproportionately to be rid of people who were unacceptable to other countries on account of their undesirability, difficulty or inadequacy.
I suspect however that the point in the previous paragraph is a misunderstanding.
We remain very ready to discuss with the Hong Kong authorities any difficulties they see at any time.
