The Selection team of S Spence (SEO B1 Division), JR Harmer (HEO B1 Division)

On 27 February 1981, 20,882 Vietnamese refugees were in Hong Kong in various stages of reception/resettlement. 13,431 were in the three camps run by UNHCR. One of these camps, Shamshuipo, had had to be pressed into use to accommodate some 5,000 Hong Kong residents made homeless in a squatter area fire and the refugees were in the process of being transferred to either Kai Tak North or Kai Tak East camps. Only these two camps were therefore visited. The pool of refugees available for selection for settlement in a third country was variously estimated at between 4,000 and 8,000. On Monday 2 March the United Nations High Commissioner for Refugees, Hong Kong, M Merlin convened a meeting with representatives of the Hong Kong government, the Canadian and the American selection missions and the United Kingdom selection team.
