Mr. Torney asked the Secretary of State for Education and Science whether he anticipates that the cuts in university grants will reduce the number of university places available to potential students from lower income group homes.
Mr. Waldergrave: There is no reason to suppose that reductions in university admissions will affect dispropor- tionately applicants from any income group.

El Salvador (Refugees)
Mr. Gourlay asked the Lord Privy Seal what is the policy of Her Majesty's Government towards resolution 751 of 1981 of the Parliamentary Assembly of the Council of Europe concerning the refugees from El Salvador
Mr. Luce: Her Majesty's Government have repeatedly made clear their wish to see an early end to the violence in El Salvador and the attainment of a just political settlement through the holding of elections.
Her Majesty's Government share the concern expressed in the resolution for the plight of Salvadorean refugees, have donated £100,000 to the International Committee for the Red Cross and will shortly be seeking parliamentary approval to provide £100,000 to a similar programme for Salvadorean refugees organised by the United Nations High Commissioner for Refugees.

Foreign Diplomats (Expulsions)
Mr. Greville Janner asked the Lord Privy Seal how many diplomats have been expelled from the United Kingdom during each of the years from 1970 to 1981; what were their names, ranks and the missions to which they were accredited; in each case whether the fact of such expulsion was announced by Her Majesty's Government and, if so, whether the reason for expulsion was given; and if either the fact or the reason was not announced, on what basis it was withheld.
Mr. Humphrey Atkins: The information is as follows: 197 1105 Soviet officials were expelled of whom 71 were members of the staff of the Soviet Embassy.

Announcements were made concerning the departure of all the above, with the exceptions of Mr. Aulaqi in 1971, Mr. Amer in 1972 and Mr. Diaz Rovirosa in 1973, when it was considered that it was not in the public interest to make any statement. It is still considered that it is not in the public interest to release details of the Soviet officials expelled in 1971.-
Geneva Convention (Ratification)
Mr. J. Enoch Powell asked the Lord Privy Seal if he will seek parliamentary approval before ratifying protocol II to the Geneva Convention of 12 August 1949.
Mr. Hurd: Legislation would be required before the protocols could be ratified.
Continental Shelf (Delimitation)
Dr. Edmund Marshall asked the Lord Privy Seal what was the outcome of the meeting due to be held during September with officials of the Government of the Republic of Ireland concerning the delimitation of the continental, shelf between the United Kingdom and the Republic.
Mr. Hurd: The meeting between officials which took place in London on 24 September carried further the discussions on the modalities of the proposed arbitration. A further meeting has been scheduled for November.
Hong Kong (Vietnamese Refugees)
Dr. Edmund Marshall asked the Lord Privy Seal how many Vietnamese refugees are now in Hong Kong.
Mr. Humphrey Atkins: On 16 October there were 16,885 Vietnamese refugees in Hong Kong.
Angola
Sir Patrick Wall asked the Lord Privy Seal why the United Kingdom cast its vote in the way it did in the United Nations vote on the resolution on Angola.
Mr. Luce: The United Kingdom abstention was consistent with our votes on previous resolutions relating to South African incursions into Angola. We made it clear in our explanation of vote that we supported the paragraphs deploring the incursion and demanding the immediate withdrawal of South African forces but that we were unable to accept the inclusion of language that could only detract from the efforts of the contact group to achieve an internationally recognised settlement on Namibia.
