In India, which since 1973 has been receiving Afghans who had belonged to the political and social élite of their country, new arrivals are not given the status of refugees, but are allowed to remain after their passports and visas have expired. Some of them have been accepted for resettlement in third countries, mainly on the basis of joining relatives in the Federal Republic of Germany and the United States, and are assisted by ICM and agencies such as ICMC which care for them at transit points and ensure their reception upon arrival.

Even before the mass exodus from Afghanistan following the so-called Saur Revolution of 1978, a substantial Afghan worker community existed in Iran. Most of these may be considered to have become "réfugiés sur place" after the events in their country of origin. Hundreds of thousands have reportedly been joining them during the last three years. According to the Iranian authorities, most of the recently arrived Afghans are to be found in the provinces of Khurasan and Sistan/Baluchistan, while others are scattered in Esfahan, Tehran and other parts of the country. The Government has drawn the attention of the international community to the need for humanitarian assistance. A programme is being elaborated by the Government for those of the recently arrived refugees considered most needy with a view to submitting a request to UNHCR for assistance.

25. The future remains uncertain. Under the present circum- stances, Afghan refugees do not seem to heed an amnesty issued by Kabul and in the minds of many is the determination to carry on the "jihad" or holy war. The four-point stand taken by the Islamic Conference calls for withdrawal of foreign troops from Afghanistan, the return of Afghan refugees to their country, freedom for all Afghans to choose their own government and the establishment of Afghanistan as a non-aligned, Muslim country. The situation in Afghanistan continues to be under review at the United Nations and remains on the agenda of the General Assembly.
