The four case studies which follow have been chosen because of their magnitude, their current importance and their geographical spread. Thus, three major situations in Asia and Africa, in which mass exodus has occurred within the last few years, or indeed is still occurring, have been treated in greater detail than those in the foregoing section, while for reasons stated in paragraph 20, a situation of mass emi- gration from a country of Latin America has been included. Mass exodus from the three countries still known as Indo-China into countries and territories of the region, from Afghanistan chiefly into Iran and Pakistan and from Ethiopia into Djibouti, Somalia and the Sudan illustrate reponses to the nature of the phenomena and the important socio-political change in the countries concerned; increasingly large-scale migration from Mexico to the United States illustrates a response to a set of economic factors and rounds off the case studies.

The introductory remarks made to precede Annex I apply equally to Annex II.
