The overview of the decade presented in the following a selection of mass exodus pages as Annex I to the Study is situations witnessed during the last decade. They fall into the categories mentioned in Chapter III of the Study and serve to demonstrate the variety as well as the scale and the scope of mass exodus. An intensive study of these situations, in many of which the Special Rapporteur personally played a role, his former capacity as United Nations High Commissioner for Refugees, as well as the four case studies contained in Annex II, served as the basis and the raw material for the substan- tive part of the Study and the conclusions to which it leads.

It was felt appropriate, however, to keep the overview of the decade and the country or area chapters included in it as brief as possible in order to avoid making the Study too cumbersome. The purpose is essentially

is essentially to provide examples illustrating the observations made or the conclusions drawn in the Study. It is, above all, not to apportion blame or make value judgements but rather to demonstrate the variety and vastness of one of the most challenging phenomena of times.

The decision to add these as an annex rather than include them in the main body of the Study is based on the hope of the Special Rapporteur that individual situations would not
