HONG KONG: PROPOSED SICKNESS, INJURY AND EARTH (SI) BENEFITS SCHEME
1. You will wish to see the attached Executive Council Memorandum.

Basically, the Hong Kong Government have come down against an SI Scheme for the reason given in paragraphs 5-12. They are proposing instead to extend the sickness benefit under the Employment Ordinance and to introduce a death grant scheme.
