Priorities accorded to the proposals in the Green Paper
The proposed scheme covers four types of benefits: sickness insurance,
life insurance, retirement benefits and housing loan facilities.
(a) Sickness insurance
Of the employers interviewed, 74% rated sickness insurance
protection as top priority. (page 26)
48.4% considered it as part of their responsibility to pay
wages to their employees when they were sick. Another 28.2%
