Thank you for your letter of 16th October 1981.
The main features of the Employees Compensation (Amendment) Bill 1981, the drafting of which is nearing completion, are:

Compulsory Insurance
The proposed amendments seek to bring Part IV of the Ordinance into operation. The Executive Council has agreed that the recommendations of the Working Party on the Comprehensive Review of the Workmen's Compensation Ordinance concerning the introduction of compulsory insurance should be accepted in principle, with consideration being given to the granting of exemption of large organisations and to the monitoring of insurance premia. Exemption for large organisations may take the form of a bond entered into by the employer with sufficient sureties to give adequate security for the liability of the employer in lieu of a policy of insurance.
Establishment of a more effective machinery for assessing compensation
The Bill will give statutory recognition to the two-tier "Employees Compensation Assessment Board". The first tier of this board will deal will straightforward cases while the second will handle cases where strict adherence to the standards set in the First Schedule of the Employee's Compensation Ordinance would result in an assessment unfair to the injured employee.
