The gain reasons they gave for their opposition were: that, notwithstanding the hundreds of bilateral agreements negotiated since 1944, there was little, if any, evidence to prove that the alleged ambiguity of the second sentence of Article 7 had caused difficulties to any Contracting State except Sweden and no specific difficulties had been brought to the Council's attention in the two years
