the interpretation of Article 7 pasposal deletion of the the interpretatioased second sentencede the 16th Assembly in 1963. This proposal failed in the Assembly (44 votes in favour, 4 against and 19 abstentions) but was re-introduced in 1972. The United
Kingdom led the opposition in Committee to this proposal, with the minority support of a few States of less significance. in aviation. The gain reasons they gave for their opposition were: that, notwithstanding the hundreds of bilateral agreements negotiated since 1944, there was little, if any, evidence to prove that the alleged ambiguity of the second sentence of Article 7 had caused difficulties to any Contracting State except Sweden and no specific difficulties had been brought to the Council's attention in the two years
