You asked this morning about the SCMP story.
As you will see from the attached minute by
Mr Webb, both the story itself, and even more the
headline, were partially inaccurate.

I have tried on several occasions to get
more information on Chinese plans for an airport in
Shenzhen. My impression remains that they have a vague plan in their minds for an airport (which would be
financed by external investment) but have made no
decision on either siting or size. Nevertheless, in
our own consideration of a further feasibility study of
a Deep Bay site, we need to keep a careful eye on Chinese
plans, and inform them about ours, to avoid either
confusion or conflict.
