Earlier this year it was decided that, in order to carry the feasibility study for a replacement airport at Chek Lap Kok a stage further, it was essential to have some technical and hypothetical discussions with CAAC in

was therefore set up through NCNA and was attended on our side by the airport master plan consultants and representatives of Civil Aviation Department. The meeting took place in July and I am now enclosing a record of the discussion. am also enclosing copies of plans showing holding areas, flight paths, etc; the Executive Summary of the consultants' earlier feasibility study (CAAC have a copy); and a useful glossary of technical terms for the layman.

The intention always was, and this was repeated at the meeting, to have a further session in the autumn. Originally we thought of having this in September (as in para 2.5 of the record). Since the July meeting we have concluded that November would be better timing.

As you will see from the record, CAAC in Guangzhou made it clear that they would need political clearance from Peking before carrying out a further round of discussions. They also showed some anxiety about aspects of the air space use plan which would involve extending Hong Kong's control zone over small parts of the China mainland and larger parts of the Pearl River estuary or involving more overflying of Chinese islands than now. (The present terminal control area for Kai Tak is shown on the attached plan - not, incidentally, one of those handed to the Chinese in July.)
