BROAD TERMS OF REFERENCE
To review and update traffic forecasts.
To confirm the feasibility of constructing and operat- ing an international airport on the Chek Lap Kok site to meet the forecast demand to 1995 and as far beyond that time as can reasonably be expected.
To prepare a pilot scheme, construction programme and costs for developing such an airport.
To recommend further studies where needed.
