Explanatory Note
The object of these regulations is to enable
the general manager of the railway, following the
introduction of the through train service to China to
declare certain areas of the railway to be restricted
areas and to provide for a permit system of entry into
such areas.
Regulation 3 empowers the general manager to
declare any area within the railway to be a restricted
area, either absolutely or at specified times.
Part II of the regulations deals with the issue
and cancellation of permits and regulation 5 provides that
no person shall enter or remain in a restricted area unless
in possession of a valid permit issued to him.
Regulation 6 provides for the general manager
to issue either pool permits (which will be in favour of
specified public officers) or standard permits (which will
be issued to individuals). Regulation 14 requires the
permit holder to wear the permit in a conspicuous place
on his outer clothing when entering a restricted area.
Regulation 15 exempts (subject to certain conditions)
from the provisions of regulation 5 any bona fide train crew
members and train passengers who are travelling to or from
China on the through train service and who are in the
course of passage through a restricted area.
Part III deals with offences and other miscellaneous
matters including powers of the general manager to exempt
any person, subject to such conditions as he may impose,
from any requirement regarding entry into a restricted area.
