Operation of trains between Shenzhen and all stations in Kowloon.

(k) Railway staff working and staying on the other side (i.e. GRA staff in Hong Kong and vice versa).

(m) Convening of the joint committee and its role (GRA

and KCR meet twice a year to review arrangements).

(n) Implementation and effective period of the agreement.

These arrangements have so far worked well.

Arrangements for passenger handling and Customs and Immigration procedures have been made in the Kowloon Station (at Hung Hom). For security reasons it is necessary to impose restrictions on access to Customs and Immigration areas, so that entrance is permitted only to Government officials in the course of their duty (i. e. KCR, Customs and Immigration staff), bona fide passengers, and occasionally diplomats or others meeting trains.

The Through Passenger Train Agreement and the restrictions on access to various parts of the Kowloon Railway Station have no statutory backing. In order to regularise the position and to remove any doubts as to the legal status of the Agreement and the legality of imposing such restrictions, it is proposed to amend the Kowloon-Canton Railway Ordinance so as

(a) to empower the General Manager to negotiate

agreements with the Guangzhou Railway Administration
