We cannot trace the papers. Neither I nor Mr Quantrill can recall which particular subject it was on. Mr Quantrill does however recall an occasion when HKG discovered that it was clear that DOT had seen an ExCo Paper and were annoyed.

Nonetheless, I fully take Mr Morrice's point that we have this very useful commercial information and are not using it, whereas the Americans (and possibly, dread the thought, the Japanese) have it and are making good use of it.

HKG have as far as I know not been consulted on this and if we were to do so, it should be on a particular,one-off basis. But I doubt if they would agree.
5.
On reflection, I have no objection to the appendices to this paper being sent to a senior official in DOT on the understanding that it is not to be widely circulated, quoted from or attributed but merely used as background information.
