At the present time KIIB provides approximately 100 buses as MTR special feeders compared with a net increase in the licensed fleet of 260 new buses between October 1979 and December 1930 and a total bus fleet of 2,067.

Bus Redeployment The decision of the Executive Council required that no buses would be redeployed away from routes paralleling the MTR until patronage reductions were evident on those routes. However, so far only 5 buses have been redeployed from duplicating routes whereas 54 bus routes with 510 buses have lost at least 10% of their patronage comparing September 1930 with September 1979 just before the ITR first opened. Also there are how more bus miles being operated on routes paralleling the TR than was the case before the TR opened, presumably because the bus companies are now able to meet their scheduled requirements more adequately.

An adequate number of feeder buses and sensible redeployment of buses on routes paralleling the MTR must have a significant effect upon MTR patronage and revenue and eventually upon MTR fares.

Objectives

The Corporation's main current objective is to become profitable in 1933. To allow this to take place, fare revenue will have to increase from little over 1M per day at present to nearly $4.5M per day in 1983 when the Tsuen Wan Extension is opened. This required fare revenue could be obtained with a daily patronage on the two systems of about 1.3 million at an average fare of $2.50 (1983 prices).

It is evident that the Corporation must increase numbers travelling as well as the average fare in order to allow viability in 1983. The Corporation's policy is therefore to encourage a significant increase in numbers travelling and from time to time introduce small fare increases in order to allow the average fare to reach the required level which in real terms will be little different to those obtaining at present.

It is believed that the first year of operation of the MTR has demonstrated that an underground railway. is fundamental to solving Hong Kong's transport problems as confirmed by the recent decision to construct an Island Line. The twin objective of the Corporation as set out in the Ordinance is to operate the railway on prudent commercial principles so that taking one year with another its revenue is at least sufficient
