Although the proposed increase is relatively modest when viewed in isolation, the general public is likely to see it as part of a wider range of increase in public transport fares, adding to the cost of living. Adverse reaction may therefore be êxpected. There are likely to be accusations of collusion between the Government and the MTRC over the proposed increase. Some critics may well claim that the present proposal bears out the suspicion that Government's support for higher bus fares stems from its desire to pave the way for increased MTR fares. There is a possibility that the Coalition Against Bus Fare Increase Committee may turn its attention to this increase.

The reduced fares for off peak travelling may be viewed by some as a gimmick since they only apply to off peak travel.

Members are invited to note that

the Corporation's fare proposal as detailed in Figure 2 at Annex will be implemented by the Corporation's Board of Directors at an appropriate time, probably towards the end of April 1981; and
the feasibility of providing additional feeder services and the redeployment of more buses from routes paralleling the MTR will continue to be examined and implemented a.S circumstances allow.
