plans should be put in hand to provide the required bus capacity along the lines set out in paragraph 23(b);

:

the tram track should be provided with a central fence and a small, raised kerb or white line along much of its length over the next two years or so, as proposed in paragraph 23(c);

the proposal to construct an Island Line, as set out in paragraphs 25 to 29 should be accepted; and, if so, whether

the property development implications of (iii) together with the revision of the capital structure of the Corporation as suggested in paragraphs 29 to 38 should be accepted.
