the development of the whole area has in each case been planned as one comprehensive integrated scheme;

there will be interface problems with MTRC works if the development rights of the sites are not granted to the MTRC; and

the park-and-ride facilities and the bus termini will have to be provided by 1982 when the stations become operational and to sell the development rights by public auction would delay the provision of these facilities.

Kwai Hing Station and Development

The Kwai Hing Station site is shown on the plan at Annex B. This site of about 16, 150 square metres is zoned 'Commercial/ Residential' on the Kwai Chung Outline Zoning Plan No LTW/145C. The proposed development by the MTRC for mass transit railway station, bus terminus, taxi/public light bus station and commercial/residential purposes conforms with the zoned use. The non-industrial development which adjoins the station, the roof of which will from part of the open space requirement in the development, will comprise three 25-storey residential blocks and three storeys of commercial development. The Corporation will be required to construct a transport interchange with the cost paid for by Government and a Government office block and accommodation for other Government institutions, the costs of which will be deducted from the premium.

Building Covenant

Grantee shall complete and make fit for occupation and operation the Station on or before 30th September 1982 and shall complete and make fit for occupation the non- industrial development on or before 31st December 1983 and shall expend not less than $108 million (excluding money spent on the construction of the station).
