There may be some scope in any actual negotiation for CLP to press the Chinese for their own reasons to limit the number of re-loads to as few as possible. I think, perhaps, our best
chance of making any headway on the nuclear fuel question, rests in CLP's hands, rather than in arguing about the text of an agreement between Framatone and GEC.
We need to have your views, of course, before we can come to a final conclusion about the agreement and before Bob Davidson is in a position to sign it.
Mr. Aboudarhan also raised two other matters. He said that he had heard that NEI had been showing interest in the project and wondered whether we had the full support of HMG as prospective British contractors for the conventional island. I replied that I had heard nothing about an NEI interest as main contractor for the conventional island but no doubt NEI would wish to be a sub-contractor for as much as possible, in much the same way as for Castle Peak. I also said that I believed we had the full support of HMG as prospective main contractors but that I would make sure that this was in fact the position. Have I stated it correctly?
Secondly, Mr. Aboudarhan said that he had heard that NNC were also continuing to interest themselves in the project and enquired about both our attitude and that of HMG to this. I replied that I had heard nothing since we had been in Hong Kong about NNC's activities, but, again, would make enquiries. After discussion with Mr. Stewart of NNC, it seems that they have been invited, along with Framatone and Westinghouse, to go to Guangdong to see Lu Ying to discuss the project. It is not entirely clear to me what the nature of these discussions would be, but I emphasised to Mr. Stewart that it would be difficult for us to acquiesce willingly in such discussions if Mr. Potter were to be NNC's sole representative, and I would wish Mr. Stewart to accompany him if anyone was to go at all. Mr. Stewart said that this could cause hi m difficulties but, nevertheless, he understood our position. He also mentioned that he was to see Framatone in late May on other matters and would raise NNC's invitation with them. I have informed Mr. Aboudarhan about Mr. Stewart's intentions, so they will be prepared for some discussion on Guangdong.
I think it might be helpful if we discussed all this before Bill Stones arrives, and if you agree perhaps you could initiate the arrangements?
