We spoke the other day about Hong Kong's stance on safety considerations. You asked if there had been any change, and particularly if Hong Kong was prepared to accept the advice of the

341 Atomic Energy Authority on the matter.

I know of no change in the Governor's views. I shall be able to tackle him about this in August when he will be in London briefly. If you wish to have more detail before then, I can telegraph Hong Kong. If so, I would be grateful if you would let me know exactly what clarification you need. Is it simply whether Hong Kong would accept safety advisers from the Atomic Energy Authority? At present their position remains that some form of participation by the Atomic Energy Authority would help to satisfy their requirements on safety during construction and operation of the plant. That was stated in November last, in the context of a possible equity contribution by the Atomic Energy Authority.
