Thank you for your letter of 13 July. The main points unresol- ved about relations between the Governor of Hong Kong and the UKA EA is what work he expects of them in the near future.
It is I believe accepted that the UKAEA he available on repay- ment terms as a consultant on safety to the Governor, although it is also accepted that if the Guangdong Nuclear Reactor is provided by Framatome it would be somewhat difficult for the Authority to act. However there is an outstanding remit, which was originally placed on Dr Marshall personally, to give a presentation on safety matters to the Executive Council of Hong Kong and also to the Environment Council. Earlier thoughts were that the presentations should have been in January this year. The ground work for these presentations has been completed by the Authority, possibly at some expense beyond that which the DOI was able to cover, and the Authority now wishes to know were it stands and when it might be expected be called on to give the presentation.
I raised the question in view of Mr Manzie's meeting with Dr Marshall on 21 July when the latter may raise their question. Given the Governor's present situation it seems scarcely worth pressing for an immediate clasification, but I should welcome your views.
