they should only guarantee 60% of the loan. We do mt yet have a
satisfactory solution.
Lord Kadoorie attaches particular importance to this project
not because his company needs the electricity which will be genera-
ted, but because he sees it as an important way of increasing the
inter-dependence of the Peoples Republic and Hong Kong,
and as a way of smoothing over the expiration of the Lease in 1997.
Lord Kadoorie and members of his company had been invited to Peking
in the middle of November.
