Although I have not yet of course had comments from others involved in Whitehall the information contained in Len Appleyard's minute of 21 October about his talk with Joutard strikes me as extremely useful. Unless Joutard is pulling the wool over our eyes it seems that their thinking on financing of the project is very similar to our own ie that the French have no intention of spelling out credit terms until they have a much clearer idea of the size and timing of the project. We are very grateful for the information in these minutes and would like to enjoin you to keep up the good work.
