GUANGDONG NUCLEAR PROJECT: MEETING BETWEEN SIR LAWRENCE KADOORIE AND LU YING
I am returning with this letter the copy of Sir Lawrence Kadoorie's notes on his meeting with Lu Ying that you kindly lent me last Monday. I have now received Sir Lawrence's letter to the Prime Minister on this subject, and am forwarding that together with a copy of the notes to Hong Kong and General Department by Thursday's bag.
2 Although this first contact between Sir Lawrence and the Guangdong Provincial Government (as distinct from the Guangdong Electricity Corporation) is in itself significant, I discerned nothing new in what Lu Ying said. I therefore decided against reporting by telegram.
