would then have to be joint solutions, since GEC and Framatome would jointly be responsible for safety and security. M Esper added that safety procedures in France were regularly scrutinised and updated. M Ouvrieu asked whether the public enquiry to which Mr Manley had referred was likely to change UK views about the safety of PWR designs. Mr Manley said that the Nuclear Inspectorate would have to examine design changes. But since the new PWR design would be the first PWR to be built in Britain the government had thought it right to have a broader public enquiry which would include the safety aspects. The government would have to decide what to do about any recommendations on safety which emerged from the enquiry. M Esper said that as far as Guangdong was concerned, it would be necessary to meet the safety requirements of the client. Concluding, he suggested that the financing of the project, and the question of an official agreement between the Chinese govern- ment and the government of the country (or countries) supplying the equipment might be discussed over dinner.
