I have now read a copy of the Final Draft of Dr. Marshall's paper dated January 22, 1981, entitled 'An Analysis of the Guangdong Project'.

In order to correct certain impressions Dr. Marshall has gained and expressed in this Analysis, I feel it necessary to make the following comments.

I agree with Dr. Marshall's statement that:

'This is an exceedingly complex project with political, commercial and technical factors interwoven one with another.'

Certain basic facts are essential to any proper understanding of

the position:

The proposal to build a Nuclear Power Station in Guangdong Province to supply power to Hong Kong and that Province originated from the GPC and NOT from CLP.

My primary interest in the project is that it provides an additional link between Hong Kong, the United Kingdom and the PRC, of such importance that it may well influence the future stability and security of Hong Kong and of Sino-British relations.

The fact that this contact happens to be through a joint venture involving a nuclear power station, even though it will be the first to be built in China, is secondary.

The reason for this is that, from the outset, GPC have insisted on CLP providing the necessary expertise both during construction and operation.
