2. We also feel that the Commission are being unnecessarily byzantine about this. I have in fact had a letter from Adrian Smith in the Commission saying that Aitken would probably call on me in Peking, and indeed we should be glad to see him.
3. On the specific point in your paragraph three, our impression is that Dutch problems with China have not much impaired the ability of the Dutch to carry out Presidency functions here. The Chinese seem perfectly willing to deal with them. To this extent, it seems unlikely that the Chinese would take exception to the Commission delegation having dealings with the Dutch Embassy here.
