If the Minister concludes that he must raise the issue of VRAs then it is suggested that he do so in the more general context of a discussion trade prospects between the UK and the Colony. That he should make clear from the outset that it is accepted that the question of a VRA is a matter between the two industries and that he accepts that the Hong Kong Government are unable to act.
That despite this he would hope that the Hong Kong Authorities will do what they can to secure inter-industry discussions. The discussion could then progress to the less contentious issue of leakages and reconciling of statistics.
