HONG KONG TV EXPORTS TO THE UNITED KINGDOM
1.
We spoke on the telephone about this. I am very grateful to you for straightening matters out with the Radio Industry Council.
2. Derek March's message to me mentioned your INDUS Telegram No 284 of 25 September and drew attention to the political
problems of pressing Hong Kong to negotiate an industry to
industry agreement for the restriction of TV exports, as described
in Mr Blaker's letter of 10 April to Mr Baker. He also emphasised that Hong Kong has gone out of its way to provide us with advance information on licenced re-exports of monochrome TV sets. Yet we have seen no evidence of any action being taken at the UK end to query the origin of these trans-shipped sets on arrival at a UK port. Surely more investigations are needed by departments in London before asking Hong Kong to begin monitoring its re-export trade.
3. As Derek March points out, Hong Kong are very ready to help over the re-export question and I am sure that it will be useful if there is new information available on this subject. I also agree with you that it would be helpful if you talked about this in Hong Kong, with Bill Dorward and others in the Department of Trade, Industry and Customs, when you are there in October. If it would help, I would be very glad to discuss the question further before you leave.
