During the course of conversation Mr Li vas emphatic in his suggestion that the Hong Kong Government should be doing more to make land available to China Merchants Steam Navigation Company Limited (CMSN). The company and its directors had very strong historical links with Hong Kong and had been thoroughly co-operative in vacating wharf sites needed for redevelopment. The pier they were giving up had been built by CMSN. In return the Hong Kong Government were now seeking exorbitant rents for their new site at Kennedy Town.
The matter should be treated as an exchange not a completely new land grant. It was thus different from the Brothers Point scheme.

Referring to a list of Chinese visitor permits which had been passed to NCNA by the Political Adviser, Mr Li said that the details provided had been useful. However, he asked whether it was possible for the Hong Kong Government to provide a further breakdown of places of issue. It would be useful to know where each permit had been issued, province by province, and if possible the county in each province. Dr Wilson agreed to try and provide these details.
