Appointment of new chief for Shenzhen Special Economic Zone

Da Gong Bao reported on 24 February that Wu Nansheng, who has been in charge of the Shenzhen Special Economic Zone and a major of the municipality, had been reassigned to a provincial post in Guangzhou. He is succeeded by Liang Xiang, who is also a provincial party secretary.

Wu's reassignment, after less than a year in his job in Shenzhen, suggests that the provincial authorities are finding it difficult to find the right man for this key post.
Guangdong by-laws to supplement Regulations on Special Economic Zones

Press reports on 10 February carried interviews with Sun Xianfeng, the deputy secretary-general of the Administration of Special Economic Zones. Sun disclosed the imminent publication of supplementary by-laws on the Regulations on Special Economic Zones in Guangdong Province which would cover foreign exchange, taxation, land matters, imports and exports, labour and immigration matters.

Sun took a very optimistic line on future development of the zone, noting that present overseas investments are mostly in processing ventures. "In future", he is quoted as saying "overseas investments will be of a larger scale. We will not restrict them to material processing". Sun added that construction of the zone's infrastructure would also press ahead. This included the building of roads, levelling of land and the
provision of water, electricity and communications. He stated "To ensure the electricity supply to the SEZs, the Guangdong authorities have planned to build nuclear and hydro-electric stations. The zones will be linked up
with other parts of the province to form an electricity network".

Sun was also reported to say that the Guangdong authorities were striving to simplify immigration procedures for overseas investors in the
zone. "We are prepared to allow private vehicles to pass through Mankamto
this year.
We want it as soon as possible. But it is not our own matter.
It is also the Hong Kong authorities'."
