The detailed laws and regulations. for the implementation of these policy objectives have still to be formally promulgated. However, the 13th Session of the Standing Committee of the Guangdong People's Congress which concluded on 17 November, has adopted five sets of provisional regulations on "Labour and Wages; Entry and Exit; Enterprise Registration; Land, and; Administration." Although no details have been released, the regulations will be officially promulgated after approval by the Standing Committee of the National People's Congress.

Despite the absence of such detailed laws or for that matter a definitive development plan for any of the SEZS, Guangdong's leaders continue to stress the importance attached to foreign investment in the Zones, especially Shenzhen. Provincial Party 1st Secretary, Ren Zhongyi, said in a press statement at the end of his recent visit to Hong Kong: "It is our intention to continue to create favourable conditions under which our cooperation (with Hong Kong compatriots and foreign businessmen) may be further improved.

Personnel changes. Zhao Ziyang's implied criticism of the bureaucracy in Shenzhen will have lent some impetus to the streamling of the administration and the search for competent local leaders. Chinese press reports in mid-October said that Shenzhen's administration had been reorganised along the lines of the Municipal administration in Guangzhou and that this would strengthen the SEZ's leadership and streamline its management. A Provincial Vice-Governor and 1st Deputy Director of the Provincial Administration of SEZS, Liang Xiang, was confirmed in his appointment as Mayor and Secretary of the Shenzhen Municipal Committee (a post he took up in February) but there is yet little further evidence of a "strengthening" or "streamlining"
of the local leadership.
