The general level of activity and vigilance by Chinese Security Forces appears to be on the wane, in part because there are fewer illegal immigrants on the move.

3 boats, containing a total of 92 refugees, arrived during the month against 328, in 6 groups, during November. One boat was from Da Nang, the other two from Hai Phong. Virtually all the passengers were ethnic Vietnamese. 476 refugees who had reached Hong Kong earlier after having been settled in China were returned there during the month and there were no new
arrivals from China.

There are some signs of a possible increase in departures by small boat from Vietnam in the spring. Middlemen in Ho Chi Minh City are reportedly approaching Chinese offering "bookings" for departure and some ethnic Vietnamese are said
to be making preparations to leave.
