Union officials have been instructed by their seniors to exploit the present amicable relationship with the Labour Department, for example, in pursuing the acceptability of communist unions to the public utility companies.
KMT

The leadership of the KMT-backed Wanderers Association, has been preparing for the visit of its three representatives (the Chairman CHOU Hing-chun, and two other officers) to London and the USA to protest against, the Hong Kong Government's policy of repatriating all illegal immigrants from China (para 29, November 1980 Report). Visas for the UK have now been granted. Petitions have been made to the Government and a letter of protest was presented to the NCNA, who refused to accept it. Other
pro-KMT groups also published protests. These various activities have won little public support or interest, other than in the right-wing press.

Efforts are being made to revive the Hong Kong Post- Secondary Schools' Association formed in 1970 to counteract
communist influence. A winter camp, organised by the Overseas Chinese Mission, was held in Taiboi for about 100 Hong Kong students and members of pro-KMT youth organisations. This is an annual event involving recreational activities, lectures on the KMT and visits to Government or military establishments.

The revelations in the 'New Statesman' about the
Government's "Standing Committee on Pressure Groups" were
reproduced in the local media and attracted some interest which
was however neither particularly critical nor sustained.
