Visits

ZENG Dingshi, the Vice-Governor of Guangdong responsible for the Province's economic relations, accompanied by about 20 officials visited Hong Kong on 5 January for the formal opening of Guangdong Enterprises Ltd. (see para 9). He and the more senior members of his group subsequently dined with the Governor.

All 10 members of the staff of the projected Visa Office of the Chinese Ministry of Foreign Affairs (para 4, June 1980

Report) have now returned to China. The first of them arrived

last May and there have since been protracted negotiations in

London, Peking and Hong Kong over their status, rights and

privileges. It is not yet clear whether the Chinese will now declare that they cannot open the Visa Office because their demands for diplomatic privileges have not been met but this reaction is

quite likely.

Banking and Finance

The Bank of China (BOC) in Hong Kong is reported to have

exceeded its financial objectives for 1980, with a net profit estimated at $40 m., an increase of some 20% over the 1979 figure.

This is still a low return in relation to what is believed to be

a very substantial turnover.
